
The non-profit economic development group, Johnson County 2000, Inc, comprised of a group of progressive businessmen and women, has established an 80+ acre industrial-technology park site near Interstate 24 exit 16 in Vienna, Illinois. The Johnson County Industrial-Technology Park is located within the city limits of Vienna, along State Route 146, one-half mile from Interstate 24 with expressway views.

Ameren Corporation, the electric utility for the industrial park, has certified the location as a site ready for development. Infrastructure improvements at the site include: three phase power, natural gas, 6” water, 8” sewer extensions and an asphalt access road through the park. Recent infrastructure development projects at the site include the addition of lighting and a fiber optic loop. Through an alliance with the City of Vienna, grant funding was secured for the installation of lighting along Commercial Street and Industrial Drive, the two main thoroughfares in the Johnson County Industrial Park site.
In addition to new lighting, a grant from the Delta Regional Authority enabled Johnson County 2000, Inc, to contract for the installation of a fiber optic loop that extends throughout the Industrial-Technology Park site. In addition to serving the Industrial-Technology Park site, the fiber follows a route along State Route 146 to Main Street to the Johnson County Sheriff’s office on the Johnson County Court House Square.
The first building erected on the site, a 25,000 square foot speculative building, houses a 31-seat call center and the corporate headquarters of the Vienna Tax Service, Ltd, a locally owned Jackson Hewitt franchise operating in four Midwestern states. Additional developments within the park include the Shawnee Winery Cooperative, which includes the manufacturing and retail operations for the cooperative formed to create a market for small grape growers in the southern Illinois area.
In 2009, the County of Johnson completed construction of the new Johnson County Emergency Services Building within the boundaries of the Johnson County Industrial-Technology Park site, on a 9.5 acre tract conveyed by Johnson County 2000, Inc to the County of Johnson for the new facility. The newly completed structure houses the following Johnson County Emergency Service units: Ambulance Service, Coroner and Emergency Services Disaster Agency (ESDA) Coordinator.
The Johnson County Industrial-Technology Park site is located within the City of Vienna’s Tax Increment Financing (TIF) District boundaries. The TIF District was established by the Vienna City Council to create new commercial and industrial investment and new jobs within the corporate boundaries of the City of Vienna. TIF funds may be used for costs associated with the development or redevelopment of properties within the TIF, allowing underperforming areas to again become viable. Major redevelopment costs eligible for TIF funding include: costs of studies, surveys, development of plans and specifications; property assembly costs, including acquisition, demolition and site preparation costs; costs of construction of public works or improvements including streets, sidewalks, water, sanitary and storm sewer; and costs of job training and retraining projects.
